Two cautions before you use that number as a ranking. First, lumens measure total light output, not how usefully it is distributed โ a beam shaped for a trail and a beam shaped for a road can share a lumen figure and be quite different to ride behind. Second, the highest setting is rarely the one you run for a whole ride, so the number in the name describes the ceiling rather than the mode you will actually live in.
Choosing by How You Ride
The range is split by discipline, and that split is the fastest way to narrow it down.
Commuting and road riding on lit streets is mostly about being visible. A moderate front lamp and a good tail light do the job, and the money is better spent on a brake-sensing rear unit than on extra front output you will never use.
Gravel and unlit road riding change the requirement: now the light has to show you surface detail far enough ahead to react at speed, and runtime matters because the rides are longer.
